FTS has been involved with Systems Effectiveness Assessments (SEAs) since the Air Force began using them as a process to determine the course of action to improve security at various locations including weapon storage areas. SEAs provide a comprehensive evaluation of all aspects of security. SEAs account for security system performance, the physical layout of the area of concern, the attributes of the site’s facilities, and the response force procedures and tactics. By taking all these elements into account, it is possible to provide an accurate assessment of the level of security. The FTS process provides an initial assessment to measure current performance. This assessment is used to determine aspects of the overall security system that need improvement. Once these areas are identified, then options for improvement are considered. Each option is evaluated for effectiveness, impact on the whole system, and cost. A list of viable options is developed, then a return trip to the site is made. On scene exercises and modeling are conducted to gather additional information. After the second on-site evaluation is conducted, an analysis is conducted and a recommendation is forwarded to the decision authority. The recommendations are typically based on customer constraints such as available funding and/or manpower and are presented as part of a cost benefit analysis or other meaningful measure. The FTS approach avoids using any preconceived solutions to security and develops a tailored recommendation for each customer. |
