In 1999, as the US air Force prepared to turn over Howard AFB back to the Panamanian government, FTS generated a drawdown plan which increased Howard AFB’s ability to protect the base & apprehend intruders.  The plan evaluated avenues of approach to the base, determined critical choke points and created a sensor and response plan that was flexible and effective.  The plan also coordinated the efforts of the Air Force, Army and Marine Corps.
